Para ve Değerli Eşya Bildirim Usul ve Esasları
Vatandaşlarımız yanlarında bulundurdukları 10.000 Euro veya üstü nakit parayı veya muadili yabancı parayı, ya da değerli ziynet eşyasını (altın vb.) sınır kapılarındaki görevlilere beyan etmek zorundadır.

Ülkenin Koyduğu Diğer Sınırlar ve Kotalar
Slovenya’da gümrükten muaf tutulacak olan sigara, alkol ve parfüm ürünlerinin miktarında sınırlama bulunmakta ve bunlar için sözlü beyan yeterli sayılmaktadır. Hayvan, bitki, ilaç, narkotik ürünler ve silahlara ilişkin olarak ise özel düzenlemeler mevcuttur.

Diğer taraftan, transit geçiş yapılıyor olsa da gümrüğe tabi mallar için bildirimde bulunulması ve söz konusu malların orijinal faturalarının gümrük görevlilerine ibraz edilmesi gerekmektedir.

Güncel Seyahat Uyarıları ve Yol Durumu
Ülkemize yolculuk yapmak amacıyla Slovenya’dan transit geçiş yapmak isteyen vatandaşlarımızın aşağıdaki bilgileri göz önünde bulundurmaları gerekmektedir:

Slovenya Hükümeti’nin Covid-19 salgınıyla mücadele önlemleri kapsamında aldığı karar uyarınca, Slovenya’dan transit geçiş süresi 12 saatle sınırlandırılmıştır. Vatandaşlarımızın, söz konusu süre sınırını aşmalarına yol açacak konaklama ve uzun molalar gibi durumlardan kaçınmaları tavsiye edilmektedir. Söz konusu sürenin elde olmayan nedenlerle aşılması halinde ivedilikle Sloven polisine bilgi verilmesi gerekmektedir.

Sınırlarda sağlık kontrolü yapıldığında Covid-19 belirtisi görülmesi durumunda Slovenya’ya giriş izni verilmeyecektir.

Ülkemize seyahat edecek vatandaşlarımızın, transit geçiş süresinin 12 saatle sınırlandırılmış olmasını da göz önünde bulundurarak, yola çıkmadan önce mutlak surette pasaportlarının geçerlilik süresini kontrol etmeleri ve süresi biten pasaportlarını zamanında yenilemeleri gerekmektedir. Süresi biten pasaportlar, mevcut şartlarda transit geçiş işlemlerinde sıkıntı yaratacağı gibi, bu durumdaki vatandaşlarımıza geçerli bir seyahat belgesi hamili olmadan Slovenya’ya giriş yaptıkları için ayrıca 500 Avro para cezası da uygulanmaktadır.

Yol Geçiş Uygulamaları ve Ücretleri
Zorunlu Otoyol Pulu (vinyet) Uygulaması:

Slovenya’da, karayolları firması DARS aracılığıyla, 1 Temmuz 2008 tarihinden bu yana binek araçlar ve motosikletlere yönelik olarak yürütülen vinyet (otoyol pulu) uygulaması mevcuttur. Otoyol gişelerinde vinyet satışı yapılmamakta olup otoyola girilmeden önce benzin istasyonlarından veya vinyet satış bürolarından (tercihen Slovenya’ya giriş yapılmadan önce alınması riski ortadan kaldıracaktır) bu pulların satın alınıp araçların ön camına görünür şekilde ve mutlaka yapıştırılması gerekmektedir. Yapıştırılmayan vinyetler yok kabul edilmektedir.

Vinyet (otoyol pulu) almadan otoyolları kullanan sürücülere, 300 Euro para cezası uygulanmakta, 8 gün içinde ödeme yapılması durumunda ceza yarıya (150 Euro) indirilmektedir. Ancak, anında ödeme yapılmaması durumunda, ceza uygulanan şahısların pasaport ve araç ruhsatlarına geçici olarak el koyulmakta, cezanın bilahare banka yoluyla ödenmesinin ardından, bu belgeler sahiplerine ulaştırılmak üzere T.C. Lübliana Büyükelçiliği’ne gönderilmektedir. El konulan belgeler, ceza ödenmese bile, 6 aylık alıkoyma süresinin sona ermesini takiben, cezanın başka türlü tahsis edileceği belirtilerek keza T.C. Lübliana Büyükelçiliği’ne iletilmektedir.

Slovenya’dan transit geçiş yapan özel araçlar için yaş kısıtlaması yoktur. Sürücülerimizin Slovenya için geçerli uluslararası sigorta poliçesi (Yeşil Kart) ile araçlara ait sahiplik belgesi veya sürücü vekâletnamesi bulundurmaları gerekmektedir.

Trafik Kuralları ve İdari Yaptırımlar
Hız Sınırlamaları

Slovenya’da hız sınırı meskûn mahallerde 50, şehirlerarası yollarda 90, karayolunda 100, otoyolda 130 km.dir.

Slovenya’da birçok Avrupa ülkesinde olduğu gibi, şehir içinde ve şehir dışında, gündüz ve gece far yakma zorunluluğu bulunmaktadır.

Alkol Kullanımı

Profesyonel sürücülerin (kamyon, otobüs sürücüleri vs.) alkol kullanımı tamamen yasak olup, özel otomobil sürücülerine ise en fazla 0,5 promil seviyesinde izin tanınmaktadır.

Yaptırımlar

Slovenya’da trafik suçlarında, ölümlü kazalar haricinde hapis cezası öngörülmemekle beraber, suçun ağırlığına göre sürücü belgesine, pasaporta, aracın belgelerine ve araca, yargı işlemleri sonuçlanıncaya kadar el konulabilmektedir. Ölüm veya yaralanma ile sonuçlanan kazalarda, kazaya sebebiyet veren taraf, mahkemeye sevk edilmekte ve dava tarihine kadar gözaltında tutulmaktadır. Ölüm ile sonuçlanan kazalarda suçlu bulunan taraf hapis cezasına çarptırılmaktadır. Trafik kazası yapan sürücüler polisi arayarak yazılı bir rapor almak zorundadırlar. Hasarlı araçla ülkeyi terk ederken gümrük görevlileri bu belgeyi görmek isteyebilirler.

Aşırı hız dolayısıyla kesilen cezaların miktarı hız aşımının şehir içinde, şehir dışında, çevre yolu ve otoyollarda olmasına ve aşılan km’ye göre değişmekte ve 1.200 Euro’ya kadar ulaşabilmektedir.

Trafik cezaları, kredi kartıyla ödenebilmektedir.

Güvenlik Önerileri ve Kaza Anında Yapılması Gerekenler
Vatandaşlarımızın Slovenya üzerinden karayoluyla yapacakları seyahatleri sırasında herhangi bir güvenlik sorunuyla karşılaşmaları ihtimali düşüktür.

Bununla beraber, vatandaşlarımızın seyahate başlamadan önce kendileri ve beraberinde yolculuk eden kişilerin pasaportlarını yanlarına aldıklarından emin olmaları ve bu pasaportların geçerlilik sürelerini kontrol etmeleri çok önemli bir husustur. Aksi takdirde, Schengen ülkeleri sınırları içerisinde herhangi bir pasaport kontrolünden geçmeden Slovenya’ya kadar seyahat eden vatandaşlarımız, Schengen dış sınırı olan Slovenya’da ülke sınırlarından çıkarken pasaportsuz olmaları veya pasaportlarının geçerlilik sürelerinin sona ermiş olması nedeniyle geri döndürülmekte ve yeni pasaport/geçici pasaport temin etmek durumunda kalmaktadırlar.
